A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, September 17, 2019.

Present: President Nancy Barnes, Vice President Jane Van Dyke Commissioners, Director of Finance Melissa Ankeny, Director of Information Services Mike Harris, Director of Water Doug Quinn, Director of Customer Service Lisa Fix, Director of Energy Resources Dan Bedbury, Director of Operations Gene Morris, Manager of Construction Services Dana Allen, Human Resources Manager Nichole Reitzenstein, Senior Legal Counsel John Eldridge, Safety Manager Justin Zucconi, ComCare Manager Gretchen Alexander and Assistant to CEO/General Manager Margaret Anderson.

At 9:00 a.m., President Barnes called the meeting to order for the transaction of formal business. Commissioner Malinowski was excused from the meeting. Commissioner Barnes noted a quorum was present and the agenda (Materials B) was approved as submitted.

Consideration of the Minutes of September 3, 2019
There were no changes or corrections.

Public Comment – Non Agenda Items
Member of the public Sam Wick asked about the timetable of the broadband decision, Director of Information Services Mike Harris indicated a potential staff report in the next few months.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated September 17, 2019 from the District Auditor (Materials C):

Electric Revenue Fund – $5,759,052.38
Water Revenue Fund – $273,250.17
Generating System Fund – $63,134.06

For a total of $6,095,436.61

Consideration of Resolutions of Establishment of LUD Nos. 1375 and 1376
Construction Services Manager Dana Allen addressed the board regarding the Establishment of Local Utility District Nos. 1375 and 1376.

Resolution No. 7565 – LUD No. 1375 – Hidden Crest PH 4&10
Resolution No. 7566 – LUD No. 1376 – Rivendell PH 7

After the presentation by Ms. Allen, Commissioner Barnes opened for public comment. There being no comment, a motion was made by Commissioner Van Dyke, seconded by Commissioner Barnes, and unanimously carried that Resolution Nos. 7565 and 7566 be adopted (Materials D).

Consideration of Guarantee of Services Program Updates
ComCare Manager Gretchen Alexander provided the board with an update on the 2018-2019 energy assistance programs administered by Clark Public Utilities. Statistics on the Low Income Home Energy Assistance Program, Senior Rate Credit, Operation Warm Heart and Guarantee of Service Plan (GOSP) were provided.

Following the program review, Ms. Alexander requested the board approve a change to the GOSP III requirements of 150% of the federal poverty level to 200% of the federal poverty level and remove the deduction for the medical expenses to be effective October 1, 2019.

Commissioner Van Dyke moved to update the resolution to the District’s Guarantee of Service Program as presented. Commissioner Barnes seconded the motion and it passed unanimously.

Commissioner Reports and Comments
Commissioner Barnes reported on her attendance at the Public Power Council meetings and the Columbia Springs Board meeting.

Commissioner Van Dyke shared she also attended the Public Power Council meetings, and reported on her attendance at the PNUCC meetings.

Both Commissioner Barnes and Van Dyke reported on their attendance at the Habit for Humanity Breakfast.

Staff Reports
Director of Operations Gene Morris introduced new Safety Manager Justin Zucconi.
