A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, July 20, 2021.

At 9:00 a.m., President Malinowski called the meeting to order for the transaction of formal business. Commissioner Malinowski noted a quorum was present and the agenda was approved as presented (Materials A).

Public Comment
Member of the public Don Steinke shared his thoughts on energy, utilities, fossil fuels and renewable energy.

Member of the public Cathryn Chudy shared her support for the Columbian’s position on holding developers to a higher standard for new construction and her desire for a move away from fossil fuels in Washington.

Consideration of the Minutes of July 6, 2021
There were no changes.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated July 20, 2021 from the District Auditor (Materials B):

Electric Revenue Fund – $6,777,655.90
Water Revenue Fund – $235,614.07
Generating System Fund – $550,010.25

For a total of $7,563,280.22

Low Income Weatherization and Repair Program Update
Clark County’s Energy Efficiency Services Program Coordinator Mike Selig and Senior Weatherization Specialist Jerry Giese provided the board with an overview of the services they provide to low income citizens of Clark County (Materials C). These services are funded by Clark Public Utilities’ 2021 low income tax credit; this year that amount is $95,000. The funding supports weatherization repairs, emergency heat repair/replacement and miscellaneous energy/water related repairs.

The board thanked Mr. Selig and Mr. Giese for the good work they do and look forward to continuing the relationship in order to help our low income citizens in Clark County.

Consideration of Resolutions of Intent to Establish LUD Nos. 1412, 1421, 1422 and 1423
Director of Engineering Cal Morris addressed the board regarding the Intent to Establish Local Utility District Nos. 1412, 1421, 1422 and 1423.

Resolution No. 7668 – LUD No. 1422 – Daybreak Heights Estates

Resolution No. 7669 – LUD No. 1423 – Austin Heritage PUD PH 4

After the presentation by Mr. Morris, Commissioner Malinowski opened for public comment. There being no comment, a motion was made by Commissioner Van Dyke, seconded by Commissioner Barnes, and unanimously carried that Resolution Nos. 7666 – 7669 be adopted and a public hearing was set for August 17, 2021 (Materials D).

Consideration of Resolutions of Establishment of LUD No. 1409 and 1411
Director of Engineering Cal Morris addressed the board regarding the Establishment of Local Utility District No. 1409 and 1411.

Resolution No. 7671 – LUD No. 1411 – Fifth Plain Creek West PH 1&2

After the presentation by Mr. Morris, Commissioner Malinowski opened for public comment. There being no comment, a motion was made by Commissioner Van Dyke, seconded by Commissioner Barnes and unanimously carried that Resolution No. 7670 and 7671 be adopted (Materials E).

Commissioner Reports and Comments
Commissioners Barnes, Malinowski and Van Dyke reported on their attendance at the Washington PUD Association meetings.

Commissioner Barnes reported on her attendance at the American Public Power Association meetings.

Commissioner Malinowski reported on his attendance at the Energy Northwest meetings and the Northwest Public Power Resource Adequacy meeting.

Staff Reports
Director of Finance Melissa Ankeny provided an update on accounts receivables during COVID.
