A special meeting of Commissioners of Public Utility District No. 1 of Clark County was held in the Operations Education Center, Vancouver, Washington, on Tuesday, the 30th day of January at the hour of 9:00 a.m.

At 9:00 a.m., President Malinowski called the meeting to order for the transaction of formal business.

Race for Warmth Update
Marketing and Communications Coordinator Maxie Lofton shared a recap of the Race for Warmth fundraising run/walk benefitting Operation Warm Heart (Materials C). Just over 1,300 walkers and runners participated, resulting in more than $56,000 in net proceeds to be contributed to Operation Warm Heart. Registrations and net proceeds exceeded expectations and last year’s numbers, nearly doubling since the first race in 2015. The event continues to be a resounding success with contributions both monetary and in-kind from partners to help provide for event needs.

Consideration of the Minutes of January 16, 2018
There were no changes or corrections.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated January 30, 2018, from the District Auditor:

Electric Revenue Fund – $26,015,637.63
Water Revenue Fund – $392,351.83
Generating System Fund – $959,182.50

For a total of $27,367,171.96

December and January Service Award Presentation
Director of Operations Dan Krebs introduced Mike Brown, Construction/Maintenance Superintendent. Mike was recognized for 25 years of service.

Director of Operations Dan Krebs introduced Steve Jones, Working Foreman. Steve was recognized for 25 years of service (Materials D).

Commissioner Reports and Comments
Commissioner Van Dyke provided the student tour options to the board, after some discussion it was decided the board would participate in the full tour on February 6, 2018.

Commissioner Malinowski reported on his attendance at the Energy Northwest meetings that were held in Olympia.

Staff Reports
Manager of Energy Planning and Operations Tom Haymaker provided an update on the first energy auction that Clark Public Utilities participated in with EnerNoc (Materials E).

Director of Water Doug Quinn provided an update on the recent legislation related to the Hirst/Foster decision, followed by a brief update on the Paradise Point water supply system (Materials F).

CEO/General Manager Wayne Nelson provided the board with an update on the proposed carbon legislation and the work being done by staff and others on behalf of Clark Public Utilities.

Other Business before the Board
There being no further business before the Board, the meeting was recessed at 10:45 a.m. in order for the board to travel to the Electric Center where the meeting reconvened at 11:15 a.m. for an update on and tour of the customer service remodel. The meeting adjourned at 11:40 a.m.
