A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, August 6, 2019.

Present: President Nancy Barnes, Vice President Jane Van Dyke, Secretary Jim Malinowski Commissioners, CEO/General Manager Lena Wittler, Director of Water Doug Quinn, Director of Information Services Mike Harris, Director of Energy Resources Dan Bedbury, Director of Customer Service Lisa Fix, Director of Operations Gene Morris, Director of Communications Erica Erland, Materials and Purchasing Manager Cathy Wannamaker, Human Resources Manager Nichole Reitzenstein, Senior Legal Counsel John Eldridge, Engineering Executive Assistant Anna Bickford, Construction/Maintenance Superintendent Todd Hall, Administration Assistant – Operations Terri Angel, Journeyman Lineman Tony Kutzera, Journeyman Lineman Erik Morring, Flagger/Linehelper Tim Mayer and Assistant to CEO/General Manager Margaret Anderson.

At 9:00 a.m., President Barnes called the meeting to order for the transaction of formal business. Commissioner Barnes noted a quorum was present and the agenda (Materials B) was approved as submitted.

Consideration of the Minutes of July 16, 2019
There were no changes or corrections.

Public Comment – Non Agenda Items
There were no comments.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated August 1, 2019 from the District Auditor (Materials C):

Electric Revenue Fund – $12,326,882.21
Water Revenue Fund – $2,076,783.16
Generating System Fund – $754,320.01

For a total of $15,157,985.38

Lineman Rodeo Recap
Construction and Maintenance Superintendent Todd Hall provided the board with a recap of the recent Lineman’s Rodeo. The Commissioners congratulated the teams for such a strong showing and for consistently representing the utility so positively in the rodeo as well as in their daily work in the community.

Consideration of Resolutions of Intent to Establish LUD Nos. 1368, 1371, 1372 and 1374
Engineering Executive Assistant addressed the board regarding the Establishment of Local Utility District Nos. 1368, 1371, 1372 and 1374

Resolution No. 7554 – LUD No. 1368 – Subdivision of Happiness
Resolution No. 7555 – LUD No. 1371 – Greenwood Short Plat
Resolution No. 7556 – LUD No. 1372 – NE 102nd Avenue
Resolution No. 7557 – LUD No. 1374 – Mirkwood Short Plat

After the presentation by Ms. Bickford, Commissioner Barnes opened for public comment. There being no comment, a motion was made by Commissioner Malinowski, seconded by Commissioner Van Dyke, and unanimously carried that Resolution Nos. 7554 through 7557 be adopted and a public hearing was set for September 3, 2019 (Materials D).

Purchasing Legislation Update
Materials and Purchasing Manager Cathy Wannamaker provided the board with an update on the new purchasing limits that were effective July 28, 2019 (Materials E). The limit increases are a result of the recent legislative session.

Consideration of Updates to the Resolution Defining the “Same Kind of Materials, Equipment and Supplies”
Materials and Purchasing Manager Cathy Wannamaker provided the board with an overview of the requested changes to the current resolution (Materials F). Staff is requesting to remove the dollar thresholds contained in the resolution and instead follow the current bid limits established by the legislature. Ms. Wannamaker explained that the also removes factors for the “same kind” evaluation and streamlines the review process and board involvement.

Commissioner Malinowski moved to approve the resolution defining the “same kind of materials, equipment and supplies” with respect to items purchased pursuant to RCS 54.04-070 and RCW 54.04.082 and in doing so Resolution No. 1654 and any other resolution, in whole or in part, in conflict herewith is hereby repealed. Commissioner Van Dyke seconded the motion and it passed unanimously.

Commissioner Reports and Comments
Commissioner Van Dyke reported on her attendance at the Columbia River Economic Development Council meeting and The Energy Authority partners meeting.

Commissioner Malinowski reported on his attendance at the Washington PUD Association meeting and the Energy Northwest meeting.

Commissioner Barnes reminded the board and staff that the Columbia Springs Hooked on Nature event will be held on October 5 and if anyone had items to donate to the auction to let her know.
