A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at Clark Public Utilities, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, August 23, 2022.

Present: President Nancy Barnes, Vice President Jane Van Dyke, Secretary Jim Malinowski Commissioners, CEO/General Manager Lena Wittler, Director of Engineering Cal Morris, Director of Energy Resources Dan Bedbury, Director of Finance Melissa Ankeny, Director of Information Services Jeff Groff, Director of Employee Resources Nichole Reitzenstein, Director of Communications Erica Erland, Director of Operations Gene Morris, Director of Customer Service Lisa Fix, Director of Water Doug Quinn, General Counsel John Eldridge, Community Engagement Specialist Morgan Van Fleet, Engineering Manager – Water Russ Knutson and Training and Development Manager Gretchen Alexander.

At 9:00 a.m., President Barnes called the meeting to order for the transaction of formal business and noted a quorum was present and the agenda was approved as presented (Materials A).

Public Comment
The following represents a brief summary of comments made by members of the public in attendance:

Cathryn Chudy thanked Clark Public Utilities for the Integrated Resource Plan Update process. Ms. Chudy wanted to be sure the board knew the time and thought that customers put into their feedback, and she thanked the staff for their thoughtful responses as well.

Peter Harrison provided the board with a brief history of nuclear reactors.

Consideration of the Minutes of August 9, 2022
There were no changes.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated August 23, 2022 from the District Auditor (Materials C):

Electric Revenue Fund – $22,316,615.56
Water Revenue Fund – $361,622.84
Generating System Fund – $1,012,925.06

For a total of $23,691,163.46

Consideration of Establishment of LUD Nos. 1415 and 1432
Director of Engineering Cal Morris addressed the board regarding the Establishment of Local Utility District Nos. 1415 and 1432

Resolution No. 7732 – LUD No. 1415 – NE 60th Street Subdivision
Resolution No. 7733 – LUD No. 1432 – North Haven PH 1A & 2A

After the presentation by Mr. Morris, Commissioner Barnes opened for public comment. There being no comment, a motion was made by Commissioner Malinowski seconded by Commissioner Van Dyke, and unanimously carried that Resolution Nos. 7732 and 7733 be adopted. (Materials D).

2020 Integrated Resource Plan Update
Power Manager Steve Andersen provided the board with a review of the timeline for the Integrated Resource Plan Update (Materials E). During the review, Mr. Andersen outlined the timeline of events, key elements that were updated and customer comments. The document that will be submitted to the Department of Commerce reflects the least cost and clean energy action plan updates that are reflected in the Integrated Resource Plan update.

Staff is requesting the board adopt and approve the final 2020 Integrated Resource Plan update as presented for submission to the State of Washington as a means of compliance with RCW 19.280.

Commissioner Van Dyke moved to approve the final 2020 Integrated Resource Plan update as presented to be submitted to the State of Washington Department of Commerce on or before August 31, 2022. Commissioner Malinowski seconded the motion and it passed unanimously.

Commissioner Reports and Comments
Commissioner Malinowski reported that he would be attending the Energy Northwest retreat.

Commissioner Van Dyke reported that she would be attending the upcoming Washington PUD Association September meetings.

Staff Reports
Director of Communications Erica Erland provided the board with an update on recent community involvement events where utility employees have participated as volunteers.
