A meeting of Commissioners of Public Utility District No. 1 of Clark County was held in the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, the 1st day of August at the hour of 9:00 a.m.

Present: President Jane Van Dyke, Vice President Jim Malinowski, Secretary Nancy Barnes Commissioners, CEO/General Manager Wayne Nelson, Director of Finance Rick Dyer, Director of Operations Dan Krebs, Director of Water Doug Quinn, Director of Customer Service Lisa Fix, Director of Engineering Cal Morris, Director of Energy Resources Dan Bedbury, Manager of Energy Planning and Operations Tom Haymaker, Marketing Communications Coordinator Maxie Lofton and Assistant to CEO/General Manager Margaret Anderson.

At 9:00 a.m., President Van Dyke called the meeting to order for the transaction of formal business.

Consideration of the Meeting Agenda
There were no changes or corrections (Materials B).

Public Comment on Non Agenda Items
There were no comments.

Consideration of the Minutes of July 18, 2017
There were no changes or corrections.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated August 1, 2017, from the District Auditor:

Electric Revenue Fund – $15,892,510.04
Water Revenue Fund – $275,793.57
Generating System Fund – $441,865.67

For a total of $16,610,169.28

Consideration of Resolutions of Intent to Establishment LUD Nos. 1278, 1279, 1293 and 1294 
Director of Engineering Cal Morris addressed the board regarding the Intent to Establish Local Utility District Nos. 1289, 1291, 1295 and 1296, for street lighting.

Resolution No.7388 – LUD No. 1291 – Philbrook Farms PH 2
Resolution No.7389 – LUD No. 1295 – Ramey Lane PH 2
Resolution No.7390 – LUD No. 1296 – Applewood Estates

After the presentation by Mr. Morris, Commissioner Van Dyke opened for comment. There being no public comment, a motion was made by Commissioner Barnes, seconded by Commissioner Malinowski, and unanimously carried that Resolution Nos. 7387 – 7390 be adopted and a public hearing was set for September 5, 2017 (Materials C).

June Financials
Director of Finance Rick Dyer addressed the board (Materials D). June had warmer and drier weather resulting in electric revenue above forecast. Mr. Dyer reported that while system sales were above budget, off system sales were below budget for the month. June residential sales were 107.5% of budget; commercial sales were 106.6% and industrial sales were 104.5% of budget. June ended with $3.4 million in net income, compared to a budgeted loss of $124,000. Mr. Dyer provided mid-year updates on conservation and capital improvement spending.

The Water System has added 518 new customers year to date resulting in a growth rate of nearly 3.03%. The net income was $207,000 ahead of budget for the month of June, ending with a net revenue of $245,000 against a budgeted net income of $38,000. Year to date the Water System is showing a net income of $581,000 compared to a budget net loss of $840,000,

June Wholesale Operations
Manager of Energy Planning and Operations Tom Haymaker addressed the board (Materials E). Mr. Haymaker updated the board on power supply, noting that Slice performed above prompt and budget forecasts. Loads continued to remain above budget for the month of June, for the seventh month in a row. Power prices in June were volatile due to high temperatures but not quite high enough to set a new summer peak.

Mr. Haymaker reported that the first month of The Energy Authority trading as principle went very smoothly.

Commissioner Reports and Comments
Commissioner Malinowski reported on his attendance at the Washington PUD Association and Energy Northwest Meetings.

Commissioner Van Dyke reported on her attendance at the Columbia River Economic Development Council Meetings.

Commissioner Banes thanked Director of Communications Lena Wittler and her team for the work on the annual report.

Staff Reports
Director of Finance Rick Dyer reported to the board that requests for proposals would be going out this month for audit services.
