A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, April 7, 2020.
Present: CEO/General Manager Lena Wittler and Assistant to CEO/General Manager Margaret Anderson.

At 9:00 a.m., President Van Dyke called the meeting to order for the transaction of formal business. Commissioner Van Dyke noted a quorum was present and the agenda (Materials A) was approved as updated.
Consideration of the Minutes of March 17, 2020
There were no corrections.
Public Comment – Non Agenda Items
There were no comments.
Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated April 7, 2020 from the District Auditor (Materials B):
Electric Revenue Fund – $25,214,588.95
Water Revenue Fund – $291,012.21
Generating System Fund – $1,893,959.75
For a total of $27,398,959.75
Consideration of Establishment of LUD Nos. 1386 and 1390
Director of Engineering Cal Morris addressed the board regarding the Establishment of Local Utility District Nos. 1386 and 1390.
Resolution No. 7598 – LUD No. 1386 – Minnehaha Meadows
Resolution No. 7599 – LUD No. 1390 – Weibold Short Plat
After the presentation by Mr. Morris, Commissioner Van Dyke opened for public comment. There being no comment, a motion was made by Commissioner Malinowski seconded by Commissioner Barnes, and unanimously carried that Resolution Nos. 7598 and 7599 be adopted. (Materials C).
Consideration of Bid Award No. 592 – King Substation Rebuild
Director of Operations Gene Morris reviewed the memo dated, April 7, 2020 detailing the bid results (Materials D). Commissioner Malinowski moved to recommend that Bid No. 592 be awarded to the low evaluated bidder DJ’s Electric, Inc. in the amount of $969,000.00, plus applicable taxes. Commissioner Barnes seconded the motion, and it passed unanimously.
Consideration of Bid Award No. 593 – King Substation Transmission, Distribution & UG Getaways
Director of Operations Gene Morris reviewed the memo dated, April 7, 2020 detailing the bid results (Materials E). Commissioner Barnes moved to recommend that Bid No. 593 be awarded to the low evaluated bidder DJ’s Electric, Inc. in the amount of $337,000.00, plus applicable taxes. Commissioner Malinowski seconded the motion, and it passed unanimously.

Commissioner Van Dyke reported on the Columbia River Economic Development Council’s support provided to businesses since the onset of COVID19.
Staff Reports
CEO/General Manager Lena Wittler provided an update on utility activities as they relate to Governor Inslee’s Stay at Home proclamation.
