A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, April 16, 2019.

Present: President Nancy Barnes, Vice President Jane Van Dyke, Secretary Jim Malinowski Commissioners, CEO/General Manager Wayne Nelson, Director of Communications and Employee Resources Lena Wittler, Director of Finance Melissa Ankeny, Director of Water Doug Quinn, Director of Operations Gene Morris, Director of Information Services Mike Harris, Director of Energy Resources Dan Bedbury, Director of Customer Service Lisa Fix, Corporate Communications Manager Erica Erland, Materials and Purchasing Manager Cathy Wannamaker, Fleet Manager Paul Chamberlain and Assistant to CEO/General Manager Margaret Anderson.

At 9:00 a.m., President Barnes called the meeting to order for the transaction of formal business. Commissioner Barnes noted a quorum was present and the agenda (Materials B) was approved as submitted.

Consideration of the Minutes of April 2, 2019
There were no changes or corrections.

Public Comment – Non Agenda Items
Don Steinke shared comments on energy conservation and reducing dependence on fossil fuels.

Alona Steinke shared comments regarding the impacts of dams on salmon.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated April 11, from the District Auditor (Materials C):

Electric Revenue Fund – $6,987,168.80
Water Revenue Fund – $528,619.85
Generating System Fund – $552,916.50

For a total of $8,068,705.15

Middle Class Alliance Link Initiative
Chris Thobaben from the Middle Class Alliance “Link” Initiative spoke with the board about an effort to explore the potential for the utility to provide broadband service in Clark County. The Commissioners thanked Mr. Thobaben for his presentation and stated that new legislation offers potential opportunity and asked staff to participate in the exploratory process.

Consideration of Bid Award No. 569 – Residential Water Meters
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated April 16, 2019, detailing the bid results (Materials D). Commissioner Malinowski moved to recommend that Bid No. 569 be awarded to the low evaluated bidder, Core and Main, LP, in the three-year contract amount of $1,019,025 plus applicable taxes. Commissioner Van Dyke seconded the motion, and it passed unanimously.

Consideration of Bid Award No. 570 – North Truck Bay Re-Roof
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated April 16, 2019, detailing the bid results (Materials E). Commissioner Van Dyke moved to recommend that Bid No. 570 be awarded to the low evaluated bidder, Arrow Roofing & Sheet Metal, Inc., in the amount of $425,000 plus applicable taxes. Commissioner Malinowski seconded the motion, and it passed unanimously.

Consideration of Surplus Vehicles & Equipment
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated April 16, 2019 (Materials F) outlining the vehicles and equipment identified as surplus due to high mileage or hours, years of service, and increased repairs that led to increased cost and downtime.

Commissioner Van Dyke moved to recommend that the vehicles and equipment outlined be declared as surplus for disposal through a public auction sale to be held in May 2019, with JJ Kane Auctioneers. Commissioner Malinowski seconded the motion, and it passed unanimously.

Commissioner Reports and Comments
Commissioner Barnes congratulated Director of Operations Gene Morris and his team for receiving the TreeLine U.S.A. award for the 20th consecutive year.

Commissioner Van Dyke reported on her attendance at the Public Power Council meetings.

Staff Reports
CEO/General Manager Wayne Nelson reported on the recent pole attachment ruling.

Mr. Nelson reported on the awards received at Northwest Public Power Association Engineering and Operations Conference; Environmental Resources Manager Jeff Wittler was awarded the Safety Heroism Award and Director of Operations Gene Morris accepted the 1st Place Safety Award on behalf of the utility for the lowest recordable incidents for a utility of Clark Public Utilities’ size.

The Board thanked Mr. Morris for his continued focus on safety and congratulated both on their awards.

Public Comment
There were no additional comments.

The board recessed to executive session at 10:30 a.m. in accordance with the Open Public Meeting Act, RCW 42.30.110 (1)(g) – to evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. It was noted that no action would be taken and the session would last until 11:30 a.m.

Commissioner Barnes reconvened the public meeting at 11:37 a.m.
