A meeting of Commissioners of Public Utility District No. 1 of Clark County was held in the District offices, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, the 14th day of April at the hour of 9:00 a.m. 

Present: President Jim Malinowski, Vice President Nancy Barnes, Commissioners;  CEO/General Manager Wayne Nelson, Director of Finance Rick Dyer, Director of Energy Resources Pat McGary, Director of Water Doug Quinn, Director of Engineering Cal Morris, Director of Operations Dan Krebs, Director of Customer Service Lisa Fix, Corporate Communications Manager Erica Erland, Materials and Purchasing Manager Cathy Wannamaker, Superintendent Mike Brown, Communications Services Manager Heather Allmain, Construction Services Manager Dana Allen, Technical Services Manager Tom Ingram and Assistant to CEO/General Manager Margaret Anderson.

At 9:00 a.m., President Malinowski called the meeting to order for the transaction of formal business. 

Commissioner Van Dyke was excused from the meeting. 

Consideration of the Minutes of March 24, 2015
There were no changes or corrections

Consideration of Accounts Payable
The Board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated April 14, 2015 from the District Auditor:
    
     Electric Revenue Fund – $21,319,661.71
     Water Revenue Fund – $299,851.67
     Generating System Fund – $561,650.86

For a total of $22,181,164.24

Consideration of Intent to Establish LUD Nos. 1210, 1211, 1212 and 1213
Construction Services Manager Dana Allen addressed the Board regarding the Intent to Establish Local Utility District Nos. 1210, 1211, 1212 and 1213 for street lighting. 

     Resolution No. 7174 – LUD No. 1210 – York Highlands 2
     Resolution No. 7175 – LUD No. 1211 – Jackie’s Landing PH 6 
     Resolution No. 7176 – LUD No. 1212 – Felida View Townhomes
     Resolution No. 7177 – LUD No. 1213 – Danielle’s Journey
    
After the presentation by Ms. Allen, Commissioner Malinowski opened for comment. There being no public comment, a motion was made by Commissioner Barnes seconded by Commissioner Malinowski and it was unanimously carried that Resolution Nos. 7174-7177 be adopted and a public hearing was set for May 12, 2015 (Materials C). 

Consideration of Resolution for Establishment of LUD No. 1201
Construction Services Manager Dana Allen addressed the Board regarding the Establishment of Local Utility District No. 1208 for street lighting. 

     Resolution No. 7173 – LUD No. 1208 – Birrel Estrates
    
After the presentation by Ms. Allen, Commissioner Malinowski opened the public hearing for comment. There being no public comment, a motion was made by Commissioner Barnes, seconded by Commissioner Malinowski, and unanimously carried that Resolution No. 7173 (Materials D) be adopted. 

Consideration of Bid Award #9668– Circuit Switcher Interrupters
Materials & Purchasing Manager Cathy Wannamaker reviewed the memo dated April 14, 2015, which detailed the bid results (Materials E). After discussion Commissioner Barnes moved to recommend that Bid No. 968 be awarded to S&C Electric Company in the amount of $165,324.90 plus applicable taxes Commissioner Malinowski seconded the motion. The motion passed unanimously. 

Consideration of Bid Award #957 – Purchase of Second Substation Power Transformer
Materials & Purchasing Manager Cathy Wannamaker reviewed the memo dated April 14, 2015, which detailed the bid results (Materials F). After discussion, Commissioner Barnes moved to recommend that Bid No. 957 be awarded to Virginia Transformer Corporation in the amount of $618,986.61. Commissioner Malinowski seconded the motion. The motion passed unanimously. 

Energy Northwest Review
Director of Energy Resource Pat McGary and Finance Director Rick Dyer provided the board with an overview of the history behind Energy Northwest. The presentation covered the formation of what is now Energy Northwest and the past and current governance (Materials G). 

Commissioner Reports and Comments 
Commissioner Malinowski reported that there is a new Executive Director at Columbia Springs. 

Staff Reports
Director of Operations Dan Krebs shared an update on the completion of the Louis Block Park lighting project. Superintendent Mike Brown presented the Commissioners with a plaque from the Camas/Washougal Little League. Commissioner Malinowski thanked the entire staff for their outstanding community outreach efforts. 
 
Director of Energy Resources Pat McGary gave an update on the latest carbon tax initiative.

Director of Water Doug Quinn gave an update about a meeting he and Director of Engineering Cal Morris attended with some representatives from the Cowlitz Tribe. Electric and Water service needs and a timeline for upcoming construction in La Center were discussed.
