We are offering rebates to eligible Clark Public Utilities customers making floor, attic, and wall insulation upgrades. Eligibility is limited to customers living in single-family or manufactured homes that have a Clark Public Utilities electric account, currently have qualifying electric space heat*, and have an annual gross household income under 80% Area Median Income (AMI).
*Qualifying electric space heat types include zonal (baseboard heaters, wall heaters, ceiling cable heat, etc.), electric furnace (with or without AC), ductless heat pump or ducted heat pump.

All equipment must be installed by a contractor participating in the program. A list of participating contractors can be found here. Pre- and post- insulation value requirements vary, please contact us at 360-992-3355 if you are unsure of your home’s current insulation values.
Insulation Rebates Available:
- Receive a rebate up to $4.00/square foot* for upgrading floor insulation from an existing value of R-11 or less to a value of R-19, R-25, or R-30.
- Receive a rebate up to $3.50/square foot* for upgrading attic insulation from an existing value of R-19 or less to a value of R-38 or R-49.
- Receive a rebate up to $3.00/square foot* for upgrading wall insulation from an existing value of R-0 (uninsulated) to a value of R-11.
*Rebate amounts and available measures are subject to change and rebate(s) cannot exceed 100% of the total project costs.

- Clark Public Utilities will review the form and applicants will be notified within five (5) business days. If an applicant is income pre-approved, the applicant can proceed with soliciting bids from participating contractors. Contractors will work with Clark Public Utilities to obtain project approval.
- Submitting this form does not confirm eligibility, you must receive both income pre-approval and project approval from Clark Public Utilities. Rebates will be provided on a first-come, first-serve basis from the project approval date.
