Insulation helps keep a home cooler in the summer and warmer in the winter. It can also help lower your energy bills by allowing your air conditioner or heating system work less.

The Clark Public Utilities Income Qualified Rebate Program is designed to help more people insulate their homes so they can enjoy lasting comfort and lower energy costs.

Eligibility is limited to customers with an annual gross household income under 80% Area Median Income (AMI). They must also have a Clark Public Utilities electric account and live in a single-family or manufactured home with qualifying electric space heat. Qualifying electric space heat types include zonal (baseboard heaters, wall heaters, ceiling cable heat, etc.), an electric furnace (with or without AC), a ductless heat pump or a ducted heat pump.

Submitting this form does not confirm eligibility, you must receive both income pre-approval and project approval from Clark Public Utilities. Rebates will be provided on a first-come, first-serve basis from the project approval date.

How does this work?

Our rebate programs are designed to be simple.

Step 1: Complete the intake survey found here.

Step 2: Complete and return the Income Eligibility Form. A utility employee will then contact you to let you know if you’ll receive an Income Pre-Approval confirmation and what it’s worth.

Step 3: Contact a few of the businesses on our list of participating contractors and show them your Income Pre-Approval when they come out to quote the project. The quote includes an explanation of your home’s insulation needs, the project’s estimated costs, the rebates you are eligible for and any out-of-pocket costs that may be left over.

Step 4: If you decide to move forward, notify the contractor of your choice. They’ll handle the paperwork with us and get the project scheduled with you. When the work is finished, you’ll need to pay any out-of-pocket expenses that may be left over. A utility representative may contact you to schedule an optional site visit to make sure the contractor’s work meets the program standards.

What will my rebate be worth?

The Income Qualified Rebate Program’s current rebates are:

– Up to $4.00/square foot* for upgrading floor insulation from an existing value of R-11 or less to a value of R-19, R-25, or R-30.

– Up to $3.50/square foot* for upgrading attic insulation from an existing value of R-19 or less to a value of R-38 or R-49.

– Up to $3.00/square foot* for upgrading wall insulation from an existing value of R-0 (uninsulated) to a value of R-11.
*Rebate amounts and available measures are subject to change and rebate(s) cannot exceed 100% of the total project costs.

Will applying cost me anything?

No. The application process is completely free and won’t affect your credit score. All contractors also offer free quotes for projects.

Many home insulation projects can cost between $3,000 and $5,000. So far, most project rebates have been enough to cover all the costs, including the tax. You may have to pay if you agree to a quote with a contractor and there are expenses beyond the value of the rebate.
