A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, October 19, 2021.

At 9:00 a.m., President Malinowski called the meeting to order for the transaction of formal business. Commissioner Malinowski noted a quorum was present and the agenda was approved as presented (Materials A).
Public Comment
Member of the public Don Steinke provided comment on an article regarding Portland General Electric in the Utility Dive.
Member of the public Alona Steinke provided comment on electric vehicle use in China and she urged Clark Public Utilities to prepare for electric vehicle charging in Clark County.
Member of the public Cathryn Chudy provided comment on the climate talk getting underway at the United Nations and her concerns regarding Climate Change. Ms. Chudy thanked the Utility for conservation measures to date but urged Clark Public Utilities to do more.
Member of the public Monica Zazueta provided comment regarding climate change and her concern for the future, she urged Clark Public Utilities to stop using the River Road Generating Plant.

Consideration of the Minutes of October 5, 2021
There were no changes.
Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated October 19, 2021 from the District Auditor (Materials B):
Electric Revenue Fund – $11,215,646.01
Water Revenue Fund – $978,045.44
Generating System Fund – $39,557.77
For a total of $12,233,249.22
Commissioner Reports and Comments
Commissioner Barnes reported on the Columbia Springs Hooked event.
Commissioner Malinowski reported on his attendance at the Key Account Forum and the Washington PUD Association budget meeting.
Staff Reports
CEO/General Manager Lena Wittler reminded Commissioners about the upcoming Washington PUD Association Legislative briefings. Ms. Wittler will work with the Association to be sure each Commissioner that wants to participate can.
