A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, May 18, 2021.

Present: Assistant to CEO/General Manager Margaret Anderson.

At 9:00 a.m., President Malinowski called the meeting to order for the transaction of formal business. Commissioner Malinowski excused Commissioner Van Dyke and noted a quorum was present, the agenda was approved as presented (Materials A).

Public Comment
Member of the public Don Steinke provided comment on the five pollution reducing bills that Governor Inslee signed yesterday.

Member of the public Carly Marshall provided comment on the Clean Energy Transformation Act, decarbonization and climate change in the State of Washington. Ms. Marshall is interested in Clark Public Utilities’ processes surrounding meeting these emission reduction goals.
Member of the public Cathryn Chudy provided comment on electric vehicles and her desire for Clark Public Utilities work with C-Tran and the school districts regarding electric buses.

Member of the public Monica Zazueta provided comment on her concerns surrounding global warming.

Consideration of the Minutes of May 4, 2021
There were no changes.

Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated May 18, 2021 from the District Auditor (Materials B):

Electric Revenue Fund – $8,692,109.51
Water Revenue Fund – $173,421.78
Generating System Fund – $435,647.76

For a total of $9,301,179.05

Consideration of Bid Award No. 611 – NE 164th St. Water Main
Director of Operations Gene Morris reviewed the memo dated, May 18, 2021 detailing the bid results (Materials C). Commissioner Barnes moved to recommend that Bid No. 611 be awarded to the low responsive and responsible bidder Tapani, Inc., in the amount of $739,825.00, plus applicable taxes. Commissioner Malinowski seconded the motion, and it passed unanimously.

Consideration of Disposal of Surplus Vehicles and Equipment
Director of Operations Gene Morris reviewed the memo dated May 11, 2021 (Materials D) which detailed the vehicles and equipment to be deemed surplus. Staff is recommending that the vehicles and equipment outlined be declared as surplus for disposal through a public auction sale with JJ Kane Auctioneers to be held on June 1, 2021. Commissioner Barnes moved to surplus vehicles and equipment to be auctioned by JJ Kane Auctioneers as presented on June 1, 2021. Commissioner Malinowski seconded the motion and it passed unanimously.

Commissioner Reports and Comments
Commissioner Barnes reported on her attendance at the Columbia Springs Board Meeting and reviewed the early plans they have for the Hooked event planned for October 9, 2021.

Commissioner Malinowski reported that the Energy NW refueling effort has begun.

Staff Reports
Director of Finance Melissa Ankeny provided an update on COVID Accounts Receivables through April 2021.
