A meeting of the Commissioners of Public Utility District No. 1 of Clark County was held at 1200 Fort Vancouver Way on Tuesday, March 24, 2026.

At 9:00 a.m., President Van Dyke called the meeting to order for the transaction of formal business and the agenda was approved as presented (Materials B).

Consideration of the Minutes of March 10, 2026
The minutes were approved as submitted.

Consideration of Accounts Payable
The board, by unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated March 24, 2026 from the District Auditor (Materials C):

Electric Revenue Fund – $28,095,500.87
Water Revenue Fund – $436,334.51
Generating System Fund – $1,100,832.06

For a total of $29,632,667.44

Employee Service Award
Director of Operations Gene Morris recognized Serviceman Jared Eddings for 25 years of service (Materials D).

Consideration of Disposal 128 – Surplus Vehicles and Equipment
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated March 24, 2026 requesting the approval to dispose of vehicles and equipment as surplus through a public auction sale with J. Stout Auctions, Washougal, WA (Materials E).

Commissioner Barnes moved to approve Disposal 128 of Surplus Vehicles and Equipment as presented. Commissioner Erickson seconded the motion and it passed unanimously.

Consideration of Bid Award No. 714 – Water Transmission Main Phase 2 – NW/NE 99th St.
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated March 24, 2026, detailing the bid results (Materials F). Commissioner Erickson moved to recommend that Bid No. 714 be awarded to the lowest responsive and responsible bidder, Nutter Corporation for the Base Bid amount of $9,846,899.00 and Schedule D Additive work in the amount of $75,790.00 for a total contract award of $9,922,689.00 plus applicable taxes. Commissioner Barnes seconded the motion, and it passed unanimously.

2025 Customer Research Update
Customer Experience Manager Cameron Daline provided the board with an update on customer research and satisfaction survey results in 2025 (Materials G). Mr. Daline reviewed the utility’s research methodologies and the surveys and data sources used to evaluate customer experience including sentiment and transactional satisfaction surveys.

Overall customer service satisfaction remains high, at or above 90% annually. While customers continue to report high cost sensitivity and prioritize reliability and rate stability, research also shows ongoing appreciation for the quality of service, friendliness and convenience of Clark Public Utilities when help is needed.

Commissioner Reports and Comments
Commissioners Erickson and Barnes reported on their attendance at the Washington PUD Association meetings.

Commissioner Erickson reported on her attendance at the Columbia Springs Board of Directors meeting, the City of Ridgefield State of the City address and the Western Public Agencies Group meeting.

The board discussed the proposed improvements needed for the Washington PUD Association building, Commissioner Erickson expected there to be a vote to move forward that would require a special assessment for each utility and noted that more detailed information will be coming.

Staff Reports
Director of Communications and Corporate Citizenship Erica Erland, Corporate Communications Manager Dameon Pesanti and Clean Energy Programs Manager Matt Babbitts provided the board with a summary of the legislative session.

CEO/General Manager Lena Wittler reported on her attendance at a Pendleton Woolen Mills event to recognize significant energy efficiency improvements done in partnership with Energy Services. The CEO of Pendleton Woolen Mills was presented with an incentive check and hosted a tour of the facility to highlight the energy efficiency investments.

Ms. Wittler congratulated retiring Director of Engineering Cal Morris for more than 23 years of service at Clark Public Utilities and thanked him for his contributions to projects that have shaped the county.
