At 9:00 a.m., President Barnes called the meeting to order for the transaction of formal business and the agenda was approved as presented (Materials B).

There were no comments.

Consideration of Resolution of Sole Source with General Electric for the River Road Generating Plant
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated September 30, 2025 (Materials C). Commissioner Van Dyke moved to approve waiving the competitive bidding requirements for the purchase of L-0 steam turbine blades for the River Road Generating Plant. Commissioner Erickson seconded the motion and it unanimously passed.
