Commercial/Industrial Lighting Incentive Program - CLIP

Incentives increase

Financial incentives range from up to 50 or 70 percent of the total project costs, OR the total of the BPA per unit (deemed) incentive, whichever is lowest.

What programs are offered for existing buildings?

COMMERCIAL:  For approved retrofit lighting upgrades invoiced in 2010, the incentive caps at up to 50 percent of the total project costs, OR the total of the BPA per unit (deemed) incentive, whichever is lowest.

INDUSTRIAL:  For approved retrofit lighting upgrades invoiced in 2010, the incentive caps at up to 70 percent of the total project costs, OR the total of the BPA per unit (deemed) incentive, whichever is lowest.

What programs are offered for new construction lighting projects?

Commercial and Industrial customers are eligible to participate in the CLIP new construction program which offers a per unit (deemed) incentive amount.

What's the definition of Commercial vs. Industrial sector?

Warehouse lighting As defined by Bonneville Power Administration (BPA):

The Commercial Sector includes electrical energy used in service-providing facilities and equipment of businesses; federal, state, and local governments; and other private and public organizations. Commercial Sector is defined as non-manufacturing business establishments, including hotels, restaurants, wholesale businesses, retail stores, warehouses, storage facilities, and health, social and educational institutions.

The Industrial Sector typically contains food processing, manufacturing, high tech, metal processing, and pulp and paper firms. In particular, it includes fixed pieces of equipment, buildings or complexes used to produce goods in connection with, or as part of, any process or system. Also included are, voltage optimization, water and wastewater systems, transport processing or other activity involving farm products off-farm.

How do I participate?

  1. Customer contacts a licensed contractor for a lighting bid which determines the energy savings potential of the lighting upgrade.
  2. Licensed contractor submits the appropriate CLIP project form(s) to the utility.
  3. A utility representative will coordinate an on-site pre-installation inspection at the facility (new construction projects excluded) and the customer fills out and returns the participation agreement to the utility.
  4. The project will be reviewed based on cost effectiveness. (The threshold for a cost effective project is a benefit cost ratio of 1.0 or greater. Projects with a benefit cost ratio between .5 and 1.0 will be reviewed on a case by case basis. Any projects with a benefit cost ratio less than .5 will not be approved.) Projects are also reviewed based on utility program budget and, upon approval, placed in the project pipeline. Notification of project approval is given to the contractor.
  5. After installation, the contractor submits the appropriate invoices and cut sheets to the utility. Contractor submits any additional changes/updates to the CLIP project form(s) and a final review (based on cost effectiveness and budget) is performed by the utility.
  6. An on-site post-installation inspection is coordinated through your utility representative. 
  7. The incentive check is processed in approximately 2-4 weeks.
