Rates and billing
Clark Public Utilities is a customer-owned utility. An elected board of commissioners sets rates. Those rates are based on the cost to provide service. There is no profit built in.
Electric bills include charges for electricity, delivery services, general administration and overhead, metering, taxes, conservation expenses and other items. Since 70 percent of our budget is power supply costs, those energy costs are the primary factor in whether electric rates need to change.
We deliver electricity within the boundaries of Clark County. Our water utility serves the Hazel Dell, Felida and Salmon Creek areas, as well as Hockinson, Yacolt, Amboy and some other smaller unincorporated geographic areas, primarily in the north part of the county.
Electric meters are read monthly and customers receive monthly bills. Water meters are read every other month. You can eliminate the seasonal ups and downs of your utility bill with Equal Pay, which divides your yearly bill into equal monthly payments. We also have several other convenient payment options.
